He is the brother of Angelembrace and Asmodeus Cipher-D'Angelo. Through Aphra, he is the half-brother of Vayne Cipher-Folie-Mikaelson-Vantas, Alia Cipher-Vantas, Inferno Cipher-Vantas (Aphra xx Quill Harbringer-Vantas), the half-brother of Kathrine Cipher-Roux, Silus Cipher-Roux, Sylvina Cipher-Roux, Cleo Cipher-Roux (Aphra xx Pincher Roux), the half-brother of Kharisma Cipher (Aphra xx NPC), the half-brother of Drayden Cipher (Aphra xx NPC), the half-brother of Astraea Cipher-Lingré and Katsuki Lingré-Cipher (Aphra xx Devraj Lingré), and the half-brother of Oleander Cipher-Eld, Lethe and Dario Eld-Cipher (Aphra Cipher xx Lutum Eld). Hydrostatic Cipher-D'Angelo was born on March 15, 2021, along with his littermates, Angelembrace and Asmodeus, to Aphra Cipher and Jormungand D'Angelo. On March 16, 2021, Hydro was there when the Coalition of the Condemned had a mudslide. On March 28, 2021, Jormungand was exiled from the Coalition and Hydrostatic followed his father to The Pitt. On May 13, 2021, Dante took him to the Ashen City, telling him about The Pitt's history.

On May 20, 2021, Hydrostatic visited the Coalition right after the rescue raid The Typhoon lead. On May 26, 2021, Dante Northwest took over The Pitt and promoted Hydrostatic to Skald on that same day.
