Through Aphra, she is the half-sister of Sylvina, Cleo, Silas, and Kathrine Cipher-Roux (Aphra xx Pincher Roux), the half-sister of Drayden Cipher (Aphra xx NPC), the half-sister of Hydrostatic, Asmodeus, and Angelembrace Cipher-D'Angelo (Aphra xx Jormungand D'Angelo), the half-sister of Khrisma Cipher (Aphra xx NPC), and the half-sister of Astraea Cipher-Lingré and Katsuki Lingré-Cipher (Aphra xx Devraj Lingré), and the half-sister of Vayne Cipher-Folie-Mikaelson-Roux-Vantas, Alia Cipher-Vantas, and Inferno Cipher-Vantas (Aphra xx Quill Harbringer-Vantas). — Description: Oleander is a mint-colored dragoness with scales that seem to slide off of her body due to having a snail mutation. There is a dark red colored gem in the middle of her forehead, and her entire underside of her body is dark red. She has pink wings that have blue tips, and her wings are half-feathered, half-leather. She has ice-blue eyes.

Oleander is the daughter of Aphra Cipher and Lutum Eld. Her egg was laid on April 27, 2021, and she hatched on April 29, 2021. On April 30, 2021, (aged up to 3 months) Oleander tried to fly, but failed. On May 4, 2021, Oleander got lost and discovered The Typhoon, where she met her father.

On May 11, 2021 (set prior to her disappearance), Oleander got her mother a Mother's Day gift. On May 12, 2021, Oleander was returned to the Coalition. On May 21, 2021, Oleander was there to witness Sojourn going mad, and was soon attacked by the former Kingpin.
